This article examines the logic of adherence to urban public policies through the case study of participation in clean city operations in Lome. How to know the motives that guide the actions of the organizers and participants of sanitation activities? The socio-economic, cultural and political context of Togo in general, and that of Lome in particular marked by the consequences of rampant urbanity, offers an opportunity for analysis of participation in citizen action. It is necessary to determine the economic and political interests offered by the city measure specific to the different actors as well as the cultural motivations of the participants. Field data processed and analyzed using the collective action paradigm and the strategic actor theory form the basis of this study. We arrive at the results according to which the activities of clean city are marked by the research of the interests of the participants as well as their cultural motivations, while the organizers take advantage of them to promote a political organization. Knowledge of these conclusions should lead those involved in civic engagement projects to modify the way in which they develop, legitimize and conduct public action for more inclusion and impact.
