The study aimed to develop and validate a Social and Behavioral Competency Scale (SBCS) designed to assess the social and behavioral competencies of intermediate learners. Recognizing the importance of these competencies in fostering holistic development and academic success, the study sought to create a reliable and user friendly assessment tool that could be utilized by educators and school administrators. The research employed a developmental-descriptive design involving experts, administrators, teachers, and pupils from selected elementary schools in Pili, Camarines Sur, and the Central Bicol State University of Agriculture. The development process involved identifying key competency domains, including interpersonal and communication skills, emotional regulation, academic related behaviors, and environmental responsibility. The tool consisted of 28 items rated on a 4-point Likert Scale.
