This article deals with the training of school leaders based on training needs. The latter, being teachers promoted to this function on the basis of seniority and rank, often face difficulties in carrying out their profession. Therefore, our study aims to identify and prioritize the training needs of school heads and to design a training system that meets the needs of school heads. We opted for research and development. Thus, a five-step approach is necessary: 1) origin of the research; 2) repository; 3) methodology; 4) operationalization; 5) results. The proposed system is made up of four (4) modules: administrative and educational management, financial resource management, educational leadership and conflict management in schools. The successive validations made it possible to adjust the different constituents of the prototype and put them in context. Indeed, field actors at different levels, very familiar with the learning environment, participated in this work. The testing therefore made it possible to gather the opinions of thirty (30) school heads and school directors on the proposed system. As results, we set up a shared system at different levels.
