The question of the quality of teaching concerns those involved in the field. In Togos public universities (University of Kara and University of Lome), students have difficulty obtaining their diplomas and those who graduate face unemployment and underemployment. Hence the need to collect the opinions of stakeholders on their working conditions, their assessment of the quality of higher education and their suggestions for continuous improvement. The methodology adopted is mixed and made it possible to collect data from 100 students and 18 teacher-researchers, 25 administrative, technical and service staff and 10 staff from public and private services. The results show that internal university stakeholders work in an environment less favorable to strengthening the quality of higher education. However, subjectively, they judge that their training system is of good quality. External stakeholders, on the other hand, are less satisfied with university products. Both groups of actors made suggestions for quality improvement under the input, governance and process approach.
