ROLE DES COLLECTIVITES TERRITORIALES DANS LAMENAGEMENT DES TERRITOIRES RURAUX EN COTE D IVOIRE : LE CAS DE LA REGION DU NZI

By law number 2003-208 of 7 July 2003 on the transfer and distribution of competence, the State creates or reinforces the power of existing territorial authorities. In terms of development, each is responsible for developing and implementing master plans for the development of its territory in harmony with the orientations of the national development policy. The local authorities must therefore work with the State on the economic, social, health, educational,cultural and scientific development of the population. Their advent removes certain previous provisions such as the existence of the regional rural development funds (FRAR) set up to develop the countryside. However, the transfer of competence is not followed by financial autonomy commensurate with the missions devolved to them. What role can these local authorities play in rural development in view of the immense needs arising from the changes taking place in the countryside? This study is conducted in a region that was once prosperous thanks to the plantation economy but is now in crisis. The aim is to analyse the impact of these communities on the development of the countryside. The methodology is based on documentary research, fieldwork through observation, interviews and a questionnaire survey.
