Abstract

The development of reproductive health services quality has always made family planning one of the strategic axes of its plans. In 2006, Niger adopted a law on reproductive health (No. 2006-16 of July 21). This law enshrines the recognition of reproductive rights but only for legally married couples and for birth spacing purposes. Despite all the efforts made by the Niger government and its partners, it is clear that progress in family planning and reproductive health remains with remarkable results. To understand and explain this situation, the methodology used in this research, in addition to documentary research, is essentially qualitative through the administration of interview guides. The results of the research first made it possible to identify international and national commitments in terms of family planning and reproductive health. In addition, these results show that there is a kind of rivalry between actors in the same fields of intervention. Also, the motivations of the actors in terms of claiming paternity of some convincing results are real. This competition and coexistence of the activities of the different actors attracts several criticisms from other actors, particularly those from the school, and the consequences resulting from the behaviors remain almost unchanged.
