Abstract
Land tenure security is a major policy challenge in Cote d Ivoire, where land is both an economic resource and a symbol of identity. The 1998 land reform (Law No. 98-750) and subsequent delimitation and certification projects aimed to clarify land rights and reduce conflicts. Yet, in Tiapoum (south-east) and Dikodougou (north), these policies have often intensified tensions, revealing the limits of legal formalization in contexts of plural norms. Studies on land governance in Cote d Ivoire emphasize the coexistence of customary and statutory systems and the social nature of land rights. Sociological theories of power relations further explain these Dynamics ; land is a field of struggle where actors compete to define legitimate rights and mobilize resources This article analyzes how local actors in Tiapoum and Dikodougou interpret, negotiate, or bypass land security policies, highlighting the confrontation of actor logics in the implementation process.
