Abstract
Government construction projects in Papua Province continue to face challenges related to lengthy procurement processes, high administrative costs, and complex procedures that reduce project efficiency. This study examines the effect of E-Purchasing on project efficiency and identifies the supporting and inhibiting factors affecting its implementation. A mixed methods approach with a sequential exploratory design was employed, involving qualitative interviews with 20 informants followed by a quantitative survey of 35 respondents. Data were analyzed using SEM-PLS with Smart PLS. The findings indicate that E-Purchasing has a positive and significant effect on project time efficiency (path coefficient = 0.754; R2 = 0.569; f2 = 1.321). The system improves procurement efficiency by accelerating procurement processes, reducing administrative and transaction costs, and simplifying procedures. Key supporting factors include procurement transparency, system accessibility, and regulatory compliance, while limited internet infrastructure, low participation of local suppliers, Papuas geographical conditions, and limited human resource capacity remain the primary implementation challenges.
