Abstract
Abstract : This research is to reveal and describe the normative dynamics that serve as the legal basis for the regulation and management of marine resources in the regions of Indonesia, based onThis research is to reveal and describe the normative dynamics that serve as the legal basis for the regulation and management of marine resources in the regions of Indonesia, based on the normative and sociological juridical approach based on qualitative research observations. The results showed that the concept of Asymmetric Decentralization has not been fully used as a basis in decision-making process, both at the national level and at the regional level. Consequently, the management of marine resources is based solely on public policy, so it has not been able to contribute greatly to the improvement of people's welfare, so that a Government Regulation and / or Presidential Regulation is required to follow up the regulation of marine resources based on the concept of asymmetric decentralization. Management of marine resources based on asymmetric decentralization, can provide justice for the community, because the community is involved both in the process of planning, implementation, implementation and evaluation and supervision, so that the rights of the community can be fulfilled both juridicaland economically. the normative and sociological juridical approach based on qualitative research observations.
