L INNOVATION TERRITORIALE, UNE REPONSE DES ACTEURS TERRITORIAUX FACE A L INSUFFISANCE OUL ABSENCE D OFFRE DE SERVICES PUBLICS : CAS DE LA COMMUNE DE RUFISQUE NORD (DAKAR SENEGAL)

Faced with the persistent inability of public authorities to provide public services adapted to all the needs of populations for years, territorial innovation has become the response provided by territorial actors. This response now seems to be widespread across all territories in both northern and southern countries, including Senegal. In this country, the provision of public services is generally characterized by significant disparities between territories. Faced with this situation, some territorial actors are organizing to provide responses through territorial innovation projects that sometimes appear effective.In line with this logic, the populations of Darou Rahmane West in the commune of Rufisque North are attempting, through an innovative community sanitation project, to provide a response to the lack of public sanitation services. This study aims to analyze the impacts of this project based on a methodology structured around three main stages: documentary review, data collection using a questionnaire and interview guides, and processing. This approach revealed that this innovative project, carried out as part of a partnership approach, has made it possible to mobilize more than 20 million CFA francs for the construction of a community sanitation network for the evacuation of wastewater and rainwater. In addition, the advent of this network in this neighborhood has enabled more than 180 households to benefit from a connection to a wastewater evacuation network, to save money and to considerably reduce social conflicts.
