Abstract
This study aims to mapping the potential for transforming fisheries sector in Gorontalo Regency through a blue economy framework and renewable energy electrification. Using a mixed-method approach, it combines panel data analysis of 120 respondents from 17 coastal villages in Batudaa Pantai and Biluhu (2018 2024) with qualitative insights from interviews and focus group discussions. Regression results indicate that working capital, operational costs, solar electrification, and institutional strength significantly influence fisheries productivity and the blue economy index. Villages equipped with solar panels and eco-friendly cold storage systems recorded a 27% increase in fisher income. Furthermore, institutional participation and technological readiness are key success factors. The study underscores the need for integrated policy interventions that combine fiscal support, environmentally friendly technologies, and local community empowerment to achieve inclusion and sustainable coastal development
