Abstract
Saudi Arabia's rapid digital transformation creates an opportunity to move government services beyond online transactions toward intelligent, continuously governed decision management. This review examines how artificial intelligence can support real - time public -service decisions while preserving legal consistency, explainability, human responsibility, security, and public value. The paper synthesises research published from 2020 to 2025 on artificial intelligence in public administration, automated decision-making, explainable artificial intelligence, public-sector governance, data documentation, rules-as-code, human oversight, and Saudi digital-government adoption. Rather than treating artificial intelligence as a stand-alone prediction engine, the review develops a policy-aware decisioning perspective in which models, codified rules, eligibility conditions, service priorities, human authorisation, and evidence are orchestrated as one accountable operational system. The synthesis identifies three recurring weaknesses in current practice: technically accurate models may still be unsuitable for administrative decisions; explanations are often designed after decisions rather than as part of the decision process; and policy controls are commonly separated from model operations, creating risks when rules, data, or models change.
