Abstract
Saudi enterprises are expanding cloud adoption to support digital services, analytics, artificial intelligence, enterprise applications, and data-intensive operations. As this transformation accelerates, database architecture becomes a strategic design problem rather than a simple infrastructure choice. A single-cloud deployment can provide elasticity and managed services, but it can also concentrate operational dependency, complicate exit strategies, and create tension between global cloud capabilities and national requirements for cybersecurity, data governance, privacy, and business continuity. Multi-cloud database architecture offers an alternative by distributing selected database capabilities across two or more cloud environments while retaining centralized governance and clear workload ownership. However, multi-cloud does not automatically improve resilience or sovereignty; poorly designed deployments can increase latency, consistency problems, security complexity, operational cost, and compliance risk. This paper develops a structured conceptual framework for multi-cloud database architecture for Saudi enterprises under Vision 2030. The study synthesizes recent research on multi-cloud systems, cloud-native databases, interoperability, security, data sovereignty, distributed data processing, and high availability, together with Saudi regulatory and digital-government sources.
